April 18, Commander of the Regional Command-West (RW-C) Brig Gen Luigi Chiapperini paid his first formal visit to the base of Chaghcharan Provincial Reconstruction Team.

Head of the Civilian Component Jurgis Stanaitis introduced activities and projects conducted by the Special Mission of the Republic of Lithuania and international partners.
After the formal introduction the delegation visited an Afghan National Army's (ANA) base being built nearby with a perspective of completion within several months. It is expected that an up-to-battalion-sized combat unit (around 600-700 troops) will settle there to ensure security in Ghor.
General, PRT-14 and representatives of local administration cut the symbolic ribbon to open the nearly finished ANA base in Chaghcharan. Generol Luigi Chiapperini expressed his delight that Afghan military established in such location will be able to ensure secure environment not only in Chaghcharan but also throughout the province.
Currently the 14th shift of PRT based on the 5the Territorial Unit of the Vytis Military District of the Lithuanian National Defence Volunteer Forces ensures security in Ghor.
On the 4th of January, 2012, the town of Chaghcharan and the surrounding area were approved to join the transfer of responsibility process in Chaghcharan. Responsibility of local security forces, i.e. ANA units and police, for the security in their country is gradually increased since then. The key role of Lithuanian-led Chaghcharan PRT is training of the Afghan National Security Forces with a focus on instructions.
