Winters in Ghor, a remote province lying in north-west of Afghanistan and nearly cut off from other regions by mountains, are snowy and cold with temperatures falling to -40°C. It is also one of the poorest provinces in the country. The most vulnerable group in the area are children and women. Frequently poor families do not afford warm clothes and footwear for children, they often walk around barefoot and scantily dressed even on snow.
The Lithuanian-led PRT in Ghor is a joint civilian-military mission, a part of NATO's ISAF, that was launched in Ghor in summer of 2005. The main task of the mission is to help Government of Afghanistan to extend authority in the province, ensure security and create environment for provincial reconstruction. The 12th rotation of Lithuanian peacekeepers based on the Lithuanian Great Duke Algirdas Mechanised Infantry Battalion took over the mission from November.
